On February 4, 1915, German Chancellor Theobald von Bethmann-Hollweg warned all neutral countries that if there was any neutral shipping in the waters of Great Britain and Ireland, those ships would be at a very high risk of being sunk by German U-boats, without any warning. The waters that surround Great Britain and Ireland were to be proclaimed a regional war-zone. This was the beginning of a turning point in the war because it would lead to the sinking of the Lusitania and the loss of American lives on that British ship. America would eventually enter the war.

The German Admiralty Declaration and the sinking of the Lusitania led to changes in the way Americans felt about getting involved in World War I. These two events were some of the building blocks that caused the American public opinion to turn away from neutrality and towards America entering the war.
